Tarangire is always great if you want to see the elephants and just generally beautiful scenery. Due to the wet season the animals will have spread out more but its still a great place.
Serengeti is the best place to be in December at anytime of the month. Stay in one of the mobile camps as they move with the migration. The migration would have come back into the Serengeti from Kenya's Masai Mara around the beginning of November.
By December they should be in the center of Serengeti at Seronera. December is the best time to see it in its full glory. I'm sure you have seen glimpses of it on tv at some point.
